Answer

It means no matter how strong and robust are the links on a chain if one chain link is made badly it will not tolerate the tension and will break tearing down whole chain. It is in our common experience that the thread only breaks from where it is the thinnest.

The analogy of the statement to the scientific measurement is that the accuracy in the measurement of the scientific work is determined by the least number of the measurement. Only a highly accurate measurement will produce reliable results. If proper care is not taken even in a single digit that will ruin the whole result and the overtiredness.
